China requires delivery apps to label ghost kitchens from June 1

New SAMR regulations in China mandate transparency for food delivery. Learn how ghost kitchen labeling and merchant data affect the market landscape.
China's State Administration for Market Regulation (SAMR) has announced a major tightening of rules for the online food delivery industry, effective June 1. What consumers see on their screens must now perfectly match the physical reality of the kitchens preparing their food.
The rules close the loopholes that have allowed informal vendors to operate outside the reach of routine regulatory checks. Every merchant on a delivery platform must use the exact same name as its physical storefront and display its business license, actual photos of the premises, and its registered operating address on its main online page. The regulation also introduces compulsory labeling for ghost kitchens: any business running a delivery-only service without on-site dining must now carry a clear "no dine-in" label.
SAMR is removing the mask from virtual brands and informal operators, which changes how the market is documented for platform operators and major restaurant chains. The rules arrive as competition intensifies and several operators have already begun raising prices and cutting subsidies to maintain margins, so transparency becomes the price of entry.
Manual verification of thousands of merchants is impossible. Without granular data, it is difficult to tell a legitimate expanding chain from a cluster of virtual brands operating from a single hidden location. When the labels become mandatory in June, the platforms that can map these changes quickly will understand supply and demand far better than the rest.
The ratio of delivery-only venues to restaurants
Executives need a clear view of who is actually operating in their territories as the regulatory environment tightens. The ratio of traditional restaurants to delivery-only venues feeds site selection and competitive benchmarking, and a ghost kitchen database identifies these hidden players and keeps a platform compliant and competitive.
